notwithstanding可以是介詞、副詞、連詞。

作為連詞，詞典的講解為：in spite of the fact that, although.

根據這種解釋，后接讓步從句時就不再用連詞that。但語料庫中有非常大notwithstanding 后接that從句的例句。這樣的情況既不符合連詞的使用方法，也不符合介詞的使用方法（介詞后一般不可以接that從句，in, but, except三個介詞為例外）。

所以還是要從詞源方面來理解。notwithstanding是由not+withstand的目前分詞構成的合成詞。動詞withstand可將來接名詞和that從句，所以notwithstanding后面也可將來接名詞和that從句了。

這樣的情況與considering類似。假如你查詞典，會發現considering是個介詞，但considering可將來接that從句，此時就不必質疑為何介詞可將來接that從句，直接把considering看作目前分詞就能了。

或者，介詞不可后接that從句的例外，除去in, except, but, 再加上notwithstanding。
